What is PSI Service Installer ?

I found this when looking into my laptop today.

Licensing Service Installer 851 KB, found under my Documents Library.

I'm not really clear on whether this is required for one of my programs or not. I do have Corel Paintshop Pro X2, which I read it is associated with. I thought it was associated with Microsoft. What exactly is it, and should I be worried about whether it is (harmful) spyware ?
